However, if the potential social impact and sustainability are not fully considered during its development, it may cause unexpected negative impacts . Therefore, the consideration of AI ethics should run through the entire life cycle of AI products and services.
Adhering to the concept of people-oriented and sustainable development
Artificial intelligence that conforms to human ethics and values should adhere to the concept of people-oriented and sustainable development, respect privacy, promote fairness and justice, and not introduce biases such as race and culture. The development of artificial intelligence technology should be transparent and explainable, safe and controllable, Verifiable and accountable, in order to promote technology to benefit all walks of life, countries and regions, malicious competition should be avoided, and open cooperation, inclusiveness and sharing should be promoted.
Advocating harmonious development should be the main theme of the new generation of AI ethics and governance. On the one hand, in order to achieve the goal of enhancing the common well-being of human beings through artificial intelligence, there is not only one approach adopted. On the other hand, we should promote the harmonious coexistence of human beings and technology, and avoid the misuse, abuse, and abuse of technology from harming human rights and interests. The overall vision should be to develop artificial intelligence that is beneficial to human beings and the ecology.
No matter which technical approach is adopted to realize the new generation of artificial intelligence, it cannot eliminate the potential technical and social risks that may be brought about in the development process and the potential impact on modern science and technology ethics. The diversity of ways and means of technological development makes the risks brought about by it also uncertain. Therefore, in the process of exploring the new generation of artificial intelligence, especially different types of advanced intelligence, it is necessary to establish a framework for its technological and social risks. Continue strategic forward-looking research to avoid and reduce the negative impact of potential risks.
In the research on the potential risks and coping strategies of artificial intelligence in the future, the understanding of hidden dangers and crisis management plans and experiences should be shared to the greatest extent possible. Only by establishing a mechanism for global sharing and collective efforts and taking action can we ensure safety and avoid the catastrophic risks that disruptive technologies can bring.
Multi-party cooperation to realize the dual-wheel drive of development and governance
As the lead unit of my country’s new-generation artificial intelligence strategy, in March 2019, the Ministry of Science and Technology established the National New-generation Artificial Intelligence Governance Professional Committee. In June of the same year, the committee released the “New Generation Artificial Intelligence Governance Principles – Developing Responsible Artificial Intelligence”, which is a principled elaboration of my country’s new generation artificial intelligence strategy on the relationship between development and governance, and is also China’s new generation of artificial intelligence governance. important basis.
In order to ensure that China’s new generation of artificial intelligence develops in a direction that is beneficial to society, the new generation of artificial intelligence should adopt a two-wheel drive strategy of development and governance. The purpose of governance is not to hinder development, but to keep it stable.
Agile governance should become one of the important features of AI governance in China. Here, agile governance can be interpreted as having two meanings: on the one hand, artificial intelligence governance adapts to the progress of artificial intelligence technology, making governance work more adaptable to the characteristics of development; on the other hand, related governance work moves quickly.
In line with the development of a new generation of artificial intelligence, as an important aspect of China’s artificial intelligence development, artificial intelligence governance in China should also be carried out through multi-departmental linkage and in-depth collaboration. Government departments, scientific research institutions, enterprises and other innovative units should assume their respective responsibilities and cooperate in depth in the AI governance work, so as to truly realize the agile governance of the new generation of AI from different perspectives such as technology and society.
Establish an artificial intelligence governance public service system to prevent problems before they happen
In the future, on the one hand, relevant government departments, scientific research institutions, and industries need to pay enough attention to the possible risks, security and ethical risks of artificial intelligence, and strategically pay attention to and invest in the ethics and governance of artificial intelligence to strengthen self-discipline and autonomy. On the other hand, for relevant national and local institutions, the establishment of high-end think tanks, executive agencies, and collaborative networks related to AI governance should be promoted, and the public should be encouraged to participate in discussions to keep abreast of the public’s thinking on technology participation in changing society.
It should be pointed out that the focus of the new generation of artificial intelligence governance work should be to prevent problems before they occur, not just to be vigilant after the event, order rectification and punishment. The two-wheel drive of development and governance requires the promotion of AI ethics and governance as a public system that combines service and supervision. Relevant government departments, scientific research institutions, enterprises and other innovative units, and even the public should be encouraged to jointly build a new generation of artificial intelligence ethics and governance public systems. Under the guidance of the government and relevant institutions, the construction of a new generation of artificial intelligence ethics and governance public service platforms should be encouraged and services provided to the government, scientific research institutions, enterprises, and the public, so as to responsibly promote and ensure the stable development of the new generation of artificial intelligence. .
